Ethiopia is liable for the disappointment of agreeing with the Nile downstream nations [Egypt and Sudan] with respect to the activity of the under-development Grand Ethiopian Renaissance Dam (GERM) and the filling of its dam, said Egyptian Minister of Water Resources and Irrigation Mohamed Abdel-Atti in a meeting with "From Cairo" T.V. program on Sky News Arabia on Saturday.
